Which of the following most accurately describes the problem?

PASSENGER BUS journeys in the metropolitan counties will have shown a marginal increase between 1981/82 and 1984/85 on the last assumptions, Junior Transport Minister David Mitchell has told MPs.

The increase of 0.9 of one per cent excluded Tyne and Wear, where the introduction of the Metro altered the basis for calculating the increase in bus usage, he said.

The small rise of 0.9 per cent compares with the subsidy increase of 9.2 per cent over the same period.

In terms of passenger miles between 1982/83 and 1984/85, mileage in all six metropolitan counties is expected to rise by 1.2 per cent.

Mr Mitchell told Shadow Environment Secretary Dr John Cunningham that comparable figures were not available for the trial areas on which the Government is basing its deregulation proposals.
