Which of the following most accurately describes the problem?

PHOENIX Coachlines, one of the companies controlled by Wakefield businessman Harry Tranter, appealed against the refusal of the North-Eastern Traffic Commissioners to grant it a psv operators' licence at a four-day hearing before a Department of Transport inspector in Leeds.

In February, the Commissioners revoked the licence of another company with which Mr Tranter was connected, A. H. Coachlines, after it had exchanged names with a company called Gripshield (CM March 10).

The Commissioners subsequently refused Phoenix's application for a 10-vehicle licence on the ground that Mr Tranter and another director, James Brockelesby, were not of good repute. (CM, July7).
