Which of the following most accurately describes the problem?

SHROPSHIRE County Council is taking advantage of the environmental controls on operating centres to clamp down on the parking of heavy lorries in streets.

It will oppose bids for heavy goods vehicle licences by operators without suitable garages or yards. The move is revealed in a report to the County Joint Committee — a body made up of officials and councillors from county and district councils throughout Shropshire.

The report says applications for licences to the Licensing Authority are now being vetted. The council is checking on operators seeking licences and if no suitable garage or yard exists, opjections will be raised before the LA.
