Which of the following most accurately describes the problem?

NATIONAL BUS COMPANY subsidiary Alder Valley is planning a new route network as a result of a market analysis project carried out in the operator's Surrey, Berkshire and Hampshire operating area.

Company general manager Douglas Adie said that revenue was being eroded by the "increasingly high level of 2,ar ownership in the area and passenger resistance to service inreliability and fare kn:reases."

The new network will lead .o some reductions in service tnd is expected to lead to some taff redundancies although his will be cushioned by the irm's present staff shortage, iatural wastage, and by job vacancies with neighbouring companies.

Mr Adie said, when initiating discussions with trade union and staff representatives, that provided the proposals were looked at constructively, he is confident that the challenge of the 1980s can be met. In addition to the "many possibilities provided under the proposed Transport Act", there would be a modern fleet of vehicles, up-to-date engineering facilities, and a staff that knew its job.
