Which of the following most accurately describes the problem?

NO WONDER the country is worried about finance. A fresh example of muddled thinking was announced on November 16. I wonder what Mr. Callaghan thought of Mrs. Castle's last proposal. May I suggest: (1) Scrap the railways and the controversial international loan of £.375m will be covered by saving the loss on British Railways in two years. (2) Convert the railroad for use of commercial motor vehicles and so avoid some of the congestion on the roads.

(3) Encourage the domestic airlines to cover journeys of 100 miles and over for passenger service.

Surely it is sound business to encourage profitable undertakings and scrap those which keep losing money. Mrs. Castle is completely muddled in this matter.
