Which of the following most accurately describes the problem?

ELEVEN objections were withdrawn before the hearing at Birmingham last week of an application by John Hudson (Birmingham) Ltd. to add a specialized articulated tanker to its B licence. The company, a subsidiary of the William Hudson Group,. sought to carry toxic and other wastes for Effluent Disposal Ltd., within 40 miles. The application was granted by the West Midland LA, Mr. J. Else, after Mr. J. R. Belcher, managing director of John Hudson, had told the LA that the new vehicle, scheduled for delivery early next year, was a 3,000gal. unlined vacuum-type tanker. It had been designed in conjunction with Effluent Disposal for the transport of certain toxic sludges from neutralizing and waste disposal plants, and would not be suitable for the carriage of acid waste.

Figures were submitted which showed three vehicles placed on contract with Effluent Disposal this year, were fully employed.

The new tanker would also be required to give a service to existing fuel oil customers for the desludging of their tanks in emergencies, said Mr. Belcher.
