Which of the following most accurately describes the problem?

WILLIAM BAXTER AND SON, of VV Tranent 'applied to the Scottish Licensing Authority in Edinburgh on Monday for a B licence for eight vehicles for "Coal, mining plant and equipment for the N.C.13., within a radius of 20 miles of Gleneairn Colliery, Longniddry."

The vehicles, which had been employed by James Cunningham, Ltd., showed small earnings because they worked on short days and some stood at the pithead to be ready if necessary. The N.C.B., it was indicated, paid a subsidy where these vehicles were concerned.

MT. D. Brown, for B.R.S., felt that four vehicles would be more suitable to handle the traffic.

Mr. W. Quin, Scottish Licensing Authority, granted the application in principle but reserved his decision with regard to the quantum.
