Which of the following most accurately describes the problem?

THE Government was urged in e th Lords on Tuesday to discuss with the R.H.A. its proposed increase in haulage rates—and was warned that if increased costs resulted from the new rates it would be very difficult to maintain the pay pause. But Lord Newton, for the Government, firmly resisted suggestions that it should intervene, despite Opposition claims that the Government had intervened in the Unions' pay claims.

The Government were not party to the Association's decision, said Lord Newton, and did not control its activities.

Lord Stonham maintained it was the Government's duty to find out about the Association's decision. Why did the Government not go to the R.H.A. and discuss the matter?
