Which of the following most accurately describes the problem?

NEXT year's quota of commercial vehicles for the home market will be 95,000, including 8,500 buses and coaches. Mr. G. R. Strauss, Minister of Supply, gave this information ill a written reply to a question in the House of Commons, on Monday. He added that the position would be reviewed from time to time.

The quota for 1950 is 81,550 vehicles --72,750 for goods and 8,800 for passengers.
