Which of the following most accurately describes the problem?

A conference was recently held at the House of Commons for the purpose of discussing the tree-planting powers now conferred upon local authorities by the Roads Improvement Act, 1925. Colonel Wilfrid Ashley presided, and representatives attended from the County Councils of Essex, Herts., Kent, Middlesex and Surrey.

Colonel Ashley explained the nature of the new powers and said that on the outskirts of London there were between 750 and 200 miles of new arterial roads, the appearance of which would he improved by the judicious planting of trees. He expressed the hope that each county council would give detailed study to one particular road in its area and prepare a scheme with estimates that could be discussedH4 added that the outlay would, it is anticipated, rank for grant from the Road Fund on the same scale as other " expenditure on classified roads.
