• by Brian Weatherloy After months of delay the European Commission has finally published the long-awaited specification for smart card tachographs—starting the countdown towards their adoption in all new trucks from 5 August 2004.

According to Nick Bendel', managing director at Siemens VDO, each EU country will have to make driver smart cards available from May 2004 at the very latest, while tacho manufacturers will need to get type approval on their equipment by 5 August 2003. Type approval will only be granted tc those systems that meet stringent security parameters to avoid data manipulation.

"After the wait, we're delighted," says Rendell. He adds that drivers will not need more than halfa-day's training to use the new smart card tachos. "It's no more sophisticated than an automatic cash dispensing machine."

However, hauliers can best prepare for thc changeover by ensuring their drivers have new style driving licences as this will speed up thE admin when applying for the cards, which wil record each driver's driving, rest and work activ ity. Hauliers must also ensure they have the nec essary computer equipment to convert data or the smart cards into driver records, he says.
