Dairy was told to when West Midland Licensing Authority John Mervyn Pugh adjourned the company's application for a new three-vehicle restricted licence.
After the LA had pointed out that there was already a licence in the name of Samra Dairy, director Mohammed Samra said that it was seeking a new licence as he was a new director.
Mervyn Pugh said that in October 1989 he cut the duration of the licence so that it expired at the end of October 1990. A report from a vehicle examiner said that the maintenance was unsatisfactory and Samra had told him that he could not afford to contract it out. In April 1991 a prohibition marked neglect" was issued for four dangerous defects, including loose wheelnuts.
The company operated its own garage and employed one qualified mechanic. The vehicles were inspected at six weekly intervals. The LA suggested that the vehicles be put through a MoT test before the reconvened the hearing.
