Which of the following most accurately describes the problem?

all-purpose tipper

• Versatility is a feature of a new tri-axle tipping skeletal trailer announced by H.W.P. Engineering Co. Ltd., an associate of Transport and Chemical Engineering Ltd. A general purpose heavy haulage tipper, it operates at 32 tons g.v.w. or more and can be used with any tractive unit without need for a p.t.o. Designed to interchange with any trailer in a transport fleet, it can haul anything from grains or gravel to refrigerated bulk containers and incorporates its own power unit to operate the front-end mounted twin ram tipping gear. Built with a robust steel chassis to cope with the heaviest of loads, it can accommodate all types of steel or aluminium bodies.

The tipper's platform is fitted with fully retractable patented twistlocks. These enable it to carry ISO bulk containers of 30 ft. or 20 ft. length, or to provide a fully-flushed deck for other loads. Without springs, the twistlocks feature instant locking and retractability by means of a fitted handle.
