Which of the following most accurately describes the problem?

• If a young haulage contractor lost his driving licence it would be a frightening penalty and kill his one-man business, Mr. John D. Tinkler told Ormskirk magistrates on July 29.

Dennis Sholicar, 23, Grimshaw Lane, Ormskirk, who pleaded guilty. was fined £3 for not keeping records, £3 for an inefficient warning instrument, £7 for dangerous parts and £7 for a defective tyre.

On the grounds that it would cause exceptional hardship, the bench decided not to disqualify him and his licence was endorsed.

For the prosecution it was stated that a police officer saw Sholicar sitting in his lorry at 10.15 p.m. on April 25. A current carrier's licence was displayed, but when the records were produced it was found that the last entry had been made on April 22.

The warning instrument was not in working order and the front bumper bar was missing. The struts which held the bar were protruding six inches in front of the vehicle and there was a piece of tread missing from the front offside tyre.
