Which of the following most accurately describes the problem?

• "The Transport Act 1968", by Vincent Powell-Smith, LLM, Dip. Corn., FRSA, will shortly find a place on the bookshelves of those members of the legal fraternity who have an interest in transport. In 290 pages the author condenses the 1968 Act, taking from it what he considers to be the more important aspects and appends very useful cross references to each section.

It is apparent that this book is written by a legal academic for practising lawyers. It is devoid of comment and deals in cold fact. This, I feel, is a pity and if the presentations had been a little less formal the circulation might well have embraced the operation side of the road transport industry.

To one who looks at this from road transport eyes there appears to be disproportionate space given to inland waterways when compared with that devoted to the National Freight Corporation. The powers, duties and establishment of the NFC are mentioned in the introduction and thereafter dismissed in six lines in the first section of the book.

The publication is neatly presented and should prove useful to lawyers but I feel it will do little to clear the air for the road transport operator who is looking for an easy guide to new legislation.
