Which of the following most accurately describes the problem?

• A statement issued by the proprietors of Hay's Wharf Ltd., published in the July 31 issue of The Port, carries a warning that the whole of the port transport side of Hay's Wharf could be closed down unless a satis factory agreement with its dockers he made.

The board say that it "will not allow Hay's Wharf to trade if, after negotiations with the unions, and due regard to its obligations to existing customers, it cannot be shown that there are early prospects of being able to give a guaranteed service".

The company claims to have lost approximately 75 per cent of its port transport trade since April this year and the statement adds that the parent board "are very concerned that Hay's Wharf itself is now facing a situation which is giving rise to heavy losses". This has been caused, the company claims, by serious interruptions and unofficial stoppages at the company's own wharves, which have resulted in the diversion of its shipworking business to other ports.

According to The Port, the statement caused a certain amount of anxiety among other London employers, coming as it did at a critical stage of negotiations for Phase Twe of the Riverside Modernization Committee.
