Which of the following most accurately describes the problem?

TNT EXPRESS SERVICES has met Digby Jones, director general of the Confederation of British Industry (CBI), in a bid to halt spiralling parking fines in London.

They discussed how TNT can avoid the draconian parking laws that are spreading across the capital's boroughs, costing it more than £250,000 a year (CM18 March). In recent weeks TNT has been penalised at the rate of £4,000 a week when trying to make deliveries to shops in central London. It says the situation is becoming "commercially unviable" and is leading a rebellion against the

enforcement cameras and parking fines that have been introduced by six London boroughs.

Jones says: "In some parts the London Lorry Ban combines with congestion charges and 24-hour Red Routes to make delivery within the law expensive and difficult."

A TNT spokesman says the firm is considering boycotting deliveries; he claims there is a "groundswell of support" among operators.

TNT's Steve Doig says: "This is madness and, like a disease, it's spreading, first among London boroughs and,I fear, to many other cities around the UK."
