Which of the following most accurately describes the problem?

AN ESSEX OPERATOR and a driver have been fined £1,400 for a range of offences including the use of an uninsured vehicle without a driving licence or tachograph charts.

DC Donovan Scaffolding of Wickford, Essex ,was ordered to pay fines and costs of £750 for permitting a person to drive without an HGV driving licence; using a vehicle without insurance; and failing to enter details on a tachograph record sheet. The company admitted the offences before the Barking Magistrates. Anthony Ostrin, prosecuting for VOSA, said that a

two-axle goods vehicle with a gross plated weight of 17,000kg, laden with scaffolding equipment, had been stopped in a roadside check.

The driver, Parry Jarman, handed over two tachograph record sheets in his name but the centre field details had not been entered. When Jarman was asked to produce his driving licence, he admitted he did not hold a HGV licence. That meant that the insurance on the vehicle was invalid.

The magistrates ordered Jarman to pay a total of £650 in fines and costs.

DON'T IGNORE THE LAW

This was a case of an ownaccount operator not paying attention to the requirements of operating an HGV.
