Which of the following most accurately describes the problem?

• New National Vocational Qualifications (NVQs) in six vehicle repair disciplines are to be offered by City and Guilds. Two of the qualifications are at Level 2 and four at Level 3.

Unlike many other qualifications, NVQs do not necessarily require formal training away from the workplace. Candidates are assessed by observation at work and by keeping records of vehicles repaired, log books, references and certificates.
