Part III of the order allows vehicles carrying, indivisible loads and vehicles which are engineering plant to be used or a road. -Engineering Plantincludes mobile cranes which do not comply in all respects with the Motor Vehicles (Construction and Use) Regulations 1973 or the Track Laying Regulations.

Article 21 of the Special Types Order deals with the restrictions on the use ol engineering plant (and, therefore, mobile cranes). Briefly, these are that such a vehicle must not travel at more than 12 mph; that it shall be used on a road only to travel from one place to another and not for transporting goods or burden or be used for lifting while doing so. It cannot be used to draw a trailer; it must be a wheeled or a track laying vehicle; notice must be given to the police in advance of the movement under certain circumstances; and if the vehicle exceeds 4.3m in width, notice must be given to the Department of Transport.
