Which of the following most accurately describes the problem?

THE information officer of the RHA has begun

a sample survey to provide a means of assessing movements in vehicle operating costs over short periods. About 100 RHA members have been invited to take part and they are asked to supply cost figures for about 200 of the 1,200 vehicles which they own between them.

Each survey will be over four weeks in each 13, the first period being from March 20 to April 16, and the figures will initially relate to 165 rigid vehicles (flats, vans and tippers) and 35 artics of all types except tankers and bulk grain carriers.

An average cost per mile will be produced for vehicles in similar classes and the results of the survey will be published as average percentage changes in operating costs; the base cost will be taken as in June 1965.

Early in May the rates committee will be studying the first figures.
