Which of the following most accurately describes the problem?

THE possibility of forming a United King' dom group of Transfrigoroute—the international organization for hauliers specializing in refrigerated traffic—is to be discussed at a meeting to be held next month, probably on May 3 or 25.

Among those firms indicating their willingness to attend are the Union Cartage Co. Ltd., Brit-European Transport Ltd., Walter M. Hatton Ltd., Rutherford Bros., Continental Transport Ltd., Monk's International Transport, and Continental Ferry Trailers.
