Which of the following most accurately describes the problem?

THE speed limit for heavy goods vehicles will be discussed again by the National Joint Industrial Council on April 20. The employer's panel of the Road Haulage Wages Council will meet the previous day. That panel includes certain people who are not members of the N.J.I.C., but who will be invited to attend its meeting.

British Road Services, who are vitally concerned in the question of the 20 m.p.h, speed limit, are not represented on the council and arc not sending delegates to the meeting. The Road Haulage Association have, made no official approach to B.R.S. on the matter, but the views of each side are known and it is understood that their policies on the speed limit are closely aligned,
