ONE of the big surprises of Margaret Thatcher's Government re-shuffle is that there was no promotion for Transport Minister Lynda Chalker. Chalker has been widely tipped as someone likely to be moved to a more senior ministry following her success in her present job.

But Thatcher has decided to leave well alone and instead has appointed another Junior minister, the Earl of Caithness, to help ease the burden on the department.
