Which of the following most accurately describes the problem?

MERSEYSIDE Chamber of Commerce and Industry is supporting Merseyside County Council's controversial plan to build an inner ring road at Liverpool.

While supporting the whole concept, the chamber says it would like to see the eastern leg proposal replaced by a much needed link between the ring road system and the M62 and M53.

Richard de Zouche, chairman, has told the county council that construction of the road would facilitate movement around the city and make the centre much more attractive. If the associated Low Hill distributor was built, this would avoid the need to construct the eastern leg of the planned ring road.

Construction of a link from M62 to the ring road and the city centre and tunnels was also important. While not in itself part of the ring road project, this link should be regarded as an essential associated development and design work should begin as soon as possible to provide the much needed link between M62, M53 and the city.

Mr de Zouche says that to ensure a free traffic flow round the ring road the number of traffic lights and intersections should be kept as low as is possible. Signposting was still inadequate and a uniform and adequate system of signs on the ring road should receive close attention.
