Which of the following most accurately describes the problem?

• An appeal to the Secretary of State for the Environment by Wallace Arnold over a decision by the Yorkshire Traffic Com missioners to reject its application for a direct service between Castleford and Llandudno has been dismissed. The company had been ordered to pay the Minister's costs.

Wallace Arnold had applied to run the service on summer Saturdays with pick-up points at Leeds, Bradford and elsewhere. The company had been opposed by a pool of local coach operators already operating a service from Leeds and Bradford by Manchester, and by British Rail.

In his report to the Minister, the DoE inspector said that the only point at issue was whether the new service would lead to wasteful competition since he was satisfied of adequate demand and that the new service was superior. He referred to a decision of the Minister of Transport in 1961 who had held that the pool had a strong claim to traffic offering on this route. The inspector questioned whether circumstances had • changed since then.

While agreeing that the traffic had increased and the roads improved, he judged it too soon for the pool to be "fairly charged with inertia".

In his written decision, published last week, the Minister upheld the inspector's

arguments and dismissed the appeal. The report of the inquiry proceedings is available price 25p, from the cashier, DoE, Marsham Street, London SW IP 3EB.
