Which of the following most accurately describes the problem?

• Following the issue of 23 GV9s in 1970-1972 Ho!mans Haulage (Exeter) Ltd had its operator's licence curtailed by three vehicles and one trailer for three months at a public inquiry in Exeter last week. The company had been authorized to operate 19 vehicles and 17 trailers but when Mr R. Williams, a vehicle examiner, inspected its workshop premises in June he described them as "in a state of chaos" and said that their facilities for proper maintenance were less

than adequate.

At the same hearing Maj-Gen Sir John Potter, the Western LA, decided to give no direction under Section 69 when G. Palmer & R. J. Paris of Tiverton appeared before him. The LA said he considered that they had already been punished enough following convictions in connection with drivers' records and faulty tyres and brakes. Mr Palmer had been fined £55 and received two endorsements on his driving licence.
