Which of the following most accurately describes the problem?

• The three PTAs of Tyneside, Merseyside and Glasgow are planning an approach to the Industrial Arbitration Board in an effort to pay their 10,000 busmen pay awards blocked by the Government's freeze.

Most busmen received a 10 per cent shift pay allowance under the Clegg award made last November. However, employees of the three PTAs missed out because no written agreement had been formulated by the time the pay code legislation took effect in November. The PTA negotiations took place outside the national machinery covering municipal busmen. Now the three PTAs are expected to agree shortly on a joint approach. requesting arbitration, to the Employment Secretary.

The Pay Board last month turned down appeals to pay the money under Phase Two after a meeting with the three PTAs who were supported by the Transport and General Workers' Union.
