Which of the following most accurately describes the problem?

• Poyaud, the French diesel manufacturer, is to set up a diesel assembly — and later a full manufacturing — plant in Swansea. Already inquiries for generating sets and marine engines worth £4m have been made in five months; and talks are being held with four commercial vehicle firms interested in fitting 190 hp to 440 hp diesels.

M Bernard Babot, joint managing director of Anglo French Diesel Engineering, a marketing company set up by Poyaud in partnership with CSL Electric of Swansea, said that within four years 600 or 700 employees would be needed.

Road contract
