Which of the following most accurately describes the problem?

This 240-ton knuckle for the North Sea oil pipeline is the biggest-ever load carried by Strathclyde Transport Services Ltd, of Motherwell, Lanarkshire. Seen here at Burntisland docks, it was hauled by a Volvo F88 6x4 with a standard 16-speed SR 61 gearbox and 10.8 to 1 cliff ratio—top speed about 30 mph.

Removable ballast boxes were fitted and the drawbar trailer used was a Scheverle 44ft-long eightaxle unit with drawbar steering on the front axles; a separate powersteering position at the trailer's rear end operated the back four axles.
