Which of the following most accurately describes the problem?

LEYLAND Truck and Bus workers, who were on strike over their annual pay claim, returned to work, this week, after they reached agreement with the management over the principles of a new deal.

The 11-day strike, by 9,000 hourly paid workers, ended when a mass meeting agreed to accept a new agreement that will fall within the Government's pay guidelines.

Under the new agreement, there will be some restructuring and general pay increases within the 10 per cent guidelines and a self-financing productivity scheme.

The agreement falls short of the men's claim for a £15-a-week rise before they would open discussions over other parts of the pay claim. But it gives the men a £72.15 top rate for piece-workers.
