Which of the following most accurately describes the problem?

ILIOTAS of EEC haulage permits for journeys etween member States are to be doubled for 978, the Economic and Social Committee ecided last week.

The committee passed a resolution doubling he number from 2,363 to 4,726 and the umbers are to be progressively stepped up to :wet the increasing needs of international laulage.

But the committee also expressed reservaions at the way the 1978 quotas have been llocated. Allocations had been made on the basis of 1975 returns based on rules varying from state to state.

Some states had required that the quota of community permits be used before other permits were utilised, while other states did not impose such restrictions.

And there was doubt expressed by the section on transport and communications which prepared the new quota rules that the situation had been fully appreciated by the Economic and Social Committee.
