Which of the following most accurately describes the problem?

THE days of London's double-decker buses are not numbered, says Mr. E. C. Ottaway, member of London Transport Board responsible for road services.

Commenting in London Transport's Staff News on the report, "Reshaping London's Bus Services", he states: "Although there will be a big increase in the number of single-deck vehicles under the plan, double-deckers still have an important role to play. They will continue to operate on the principal trunk routes with heavy passenger loads between central London and the suburbs—for some years with conductors, but ultimately with just a driver, graduated fares being collected by automated electronic equipment now being developed.

"The double-decker, with its high capacity and economy on road space, has too many advantages to be dismissed altogether from our plans for the future."
