WHEN applying for vehicles solely for Tv maintenance purposes, an operator must prove that' he hadtaken full advantage of the regulations which enabled him to apply for a vehicle in temporary substitution of another off the road for repair. The North Western Deputy. Licensing Authority, Mr. A. H. Jolliffe, pointed this out when he refused an application by S. and R. Smythe, 94 Aigburth Road, Liverpool, 15, at Liverpool on Tuesday.

In evidence Mr. S. Smythe, a director of the firm, said he wanted one ft-licence vehicle to use only when any of his fleet were off the road for maintenance. At present all his major overhauls were being performed in the evening and at week-ends; difficulties were continually arising when the staff were expected to work , overtime.

Replying to Mr. G. H. P. Beanies, objecting on behalf of the British TransportCommission, Mr: Smythe. said that he gave his customers a satisfactory service. He had never used the temporary substitution rule as he considered the procedure took too 'long. It would be impossible to institute a regular maintenance programme to be carried out in midweek.

Mr. S. Crowther, the firm's engineer, said that he was continually supervising maintenance schedules, which involved overtime working. Efficiency was limited when they were, working against the clock, and often the mechanics refused to work extra periods.
