THE Minister of Transport is proposing .to. take steps to combat the . misuse of excess fuel devices on diesel engines, the use of which often results in emission of black smoke. Announcing this on Tuesday the Minister said he was "" greatly concerned" at the amount of pollution caused by exhaust fumes from motor vehicles One of the most serious aspects of this problem was the emission upon occasion by diesel-engined vehicles of black smoke " which obscures the view of following, passing and in particular, overtaking vehicles

The misuse of excess .fuel deviCes, intended. to be used only when starting from cold so as to obtain extra power On hills is a particular case of this black smoke,'.'" said theMinister.
It is proposed to amend the Motor Vehicles (Construction and Use) Regulations by inserting a provision on the following lines: "Where a motor. Vehicle, being a vehicle propelled by a:compression-ignition engine, is fitted with a device which facilitates starling of the engine by causing it to be supplied with excess fuel, any apparatus by means of which the device is operated shall be fitted in such a. position That it cannot be operated by the driverof the vehicle while he is driving."
Comments from operators, organizationsand manufacturers have been requested to be Made by not later than November 25.
