Which of the following most accurately describes the problem?

THEgeneral council of the Trades Union Congress have written to the Minister of Transport complaining about the appointment of Mr. Anthony Bull to replace Mr. John Cliff as a member of the London Transport Executive. Mr. Cliff, who was deputy chairman of the L.T.E. until he retired last Friday, was a former assistant general secretary of the Transport and General Workers' Union, .

In their letter, the council stated that whilst they had no personal objection to Mr. Bull, they did not consider that his appointment satisfactorily met the need for a member to have had the wide experience in the organization of workers to which the Transport Act, 1947, referred.

The T.U.C. pointed out that it was the well-established practice that there should be appointed to the executives of nationalized boards persons whose qualifications derived from their trade union background and experience. They considered it essential that there should be a member of the L.T.E. with direct trade union experience.

Mr. G. Woodcock, assistant general secretary of the T.U.C., discussed the protest with the Minister on Monday.
