Which of the following most accurately describes the problem?

• The road on the French side of the Frejus Tunnel is being upgraded to motorway standard as part of a scheme to speed up the route through the Alps. The N6 road which runs through the Maurienne valley towards the tunnel is single carriageway and congested. The first 30km stretch of motorway will open in the New Year, and will be extended to the tunnel entrance by 1999. More than 760,000 trucks use the tunnel each year, forecast to rise to 1.7 million by 2010, when the entire road is an autoroute. Its completion should allow trucks to travel from Lyon to the mouth of the tunnel in one and half hours.

Once open, tolls of around £90 will be charged, making it the most expensive but quickest way to cross the Alps.
