AN OPERATOR'S application for a new, standard inteenational 0licence was refused by North Western Licensing Authority Roy Hutchings after the applicant admitted that the professionally competent transport manager he had nominated is a haulier in his own right.

P. Morris, trading as Morris Transport of Haslingden, had applied for a licence for one vehicle in possession with one to be acquired, and had named a David Dewhurst as the transport manager.

Mr Morris agreed that he was not professionally competent himself, and that Mr Dewhurst held a licence in his own name. He said that Mr Dewhurst had said that he would act as his transport manager until such time as he, Mr Morris, obtained a Certificate of Professional Competence.

He would employ Mr Dewhurst if the licence were granted, and he supposed he would have to pay him a fee. He agreed that Mr Dewhurst would not be working for him full time, saying that there was no way that that could be.

Mr Hutchings said that in no circumstances would he grant the licence. He had to refuse the application as Mr Morris did not meet the qualification requirement.
