Which of the following most accurately describes the problem?

THIS WINTER's pay round has begun to switch smoothly into second gear, with initial talks between employers and unions ending amicably.

East Midland Joint Industrial Council met on Friday last week, and agreed to meet again later this month. Neither employers nor trades union would divilge what was discussed.

Discussions between the two sides have also been held in Scotland and Southern England, and more were planned for this week in the West Midlands and North-east England. In the latter area, the employers have already refused to consider establishing a JIC.
