Which of the following most accurately describes the problem?

THE LAST of the series of bilateral transport agreements with the countries of Western Europe has been concluded with Portugal. It will come.into effect as soon as the necessary formalities have been completed, and full details will be reeased then.

In the meantime, it is reported to include some tax concessions in addition to the 50 per cent of the vehicle tax already allowed and from the fuel compensation tax already payable. Exemption from vehicle tax may be obtained for delays through Customs formalities, for attendance at trade fairs and exhibitions and by vehicles being immobilised through accident damage.

Regulations to come into force on November 13 will exempt Channel Island and Isle of Man operators from the requirement to obtain operators' licences to operate in the United Kingdom. Although Polish and Portuguese operators are included in similar conditions in the Regulations this part will not come into force until dates yet to be announced. However, Portuguese operators will need to obtain a permit except for certain exempted operations.

The regulations also implement EEC Directive 130/75 on the liberalisation of road/rail transport. This has already been liberalised administratively since October 1. The Goods Vehicles (Operators' Licences) (Temporary Use In Great Britain) (Amendments) Regulations 1975 SI 1713 are available from HMSO or through any bookseller price 11p.
