Which of the following most accurately describes the problem?

TWO haulage contractors, who admitted failing to return their VAT return forms, were fined the maximum of £100 each, when they appeared before Wigan magistrates court. Frank Dean, of Wardley Street, and Harry Pasquill, of Chapel Street, both Pemberton, who carry on business at Old Fold Garage, Chapel Street, Wigan, told the court that they had got a chartered accountant to handle their returns. Just at the time when the forms should have been sent in he had a lot of paper work on his hands and was also going on holiday.

The court was told they had a similar conviction in April.
