• Kent County Council is proposing to charge drivers 2,3 for the privilege of using its roads by imposing a fee on all hauliers and motorists at the ferry and Channel Tunnel terminals as they leave the country.
But it will need an Act of Parliament to introduce the toll, which it believes could recoup about £.8m of the 210m a year it spends on repairing and policing its roads.
County councillors are due to meet at the end of this month to decide how to relieve community charge payers of the cost of road damage.
