Which of the following most accurately describes the problem?

THE IDEA of a merger between National Carriers and Roadline UK was turned down in the Commons last week by Dr John Gilbert, the Minister for Transport.

The suggestion had come from Lord James DouglasHamilton (Tory, Edinburgh West) who spoke of the proposed closure in July of the Scottish depots of Scottish Parcel Carriers and Tartan Arrow Service.

Arising from this, said Lord James, would the Minister give a general direction to the National Freight Corporation to merge the activities of National Carriers and Roadline.

This, he said, would improve their financial position, safeguard their.share of the parcels and smalls market and promote an active commercial drive to provide a more efficient service.

But Dr Gilbert, who rejected the scheme, told him that the financial position of the National Freight Corporation was already under review.
