OPPOSITION spokesman on transport Mr Norman Fowler has attacked the Blennerhassett Report proposal on random breath tests as being likely to cause a deterioration in relations between public and police.

"The proposal to give the police an 'unfettered' discretion to stop motorists is questionable," he said. "There is no doubt that this leaves the way open for random breath tests of motorists."

Mr Fowler added that the relations between the British public and the police were good and the main aim of any Government policy must be to preserve that relationship. "Any proposal which weakens this relationship should be resisted."
