Which of the following most accurately describes the problem?

THE Labour Party's threat to restrict C-licence operations in their recently issued policy on road transport was referred to by Mr. E. Wood, chairman of the Eastern Area of the Traders' Road Transport Association, at a meeting in Cambridge, last week. Mr, Wood promised that the area committee would "keep its eyes open" to fight anything which threatened to restrict the operations of their members.

Mr. L. D. Levy, chairman of the London and Home Counties Division of the Association, said the divisional committee were worried because membership had decreased. They did not have much to worry about from the present Government, but they could never tell when the position would change, and for that reason it was desirable to remain strong.
