Which of the following most accurately describes the problem?

THE Minister of Transport stated in the House of Commons last week that it seemed to him highly desirable that experiments should be made with buses designed to carry a high proportion of standing passengers. " Many people," he said, " would prefer to get home faster standing up than be long delayed for the pleasure of sitting down." If the experiments were successful, it was desirable that he should have authority to allow a greater number of standing passengers than he was disposed to permit.

Mr. Ernest Davies made clear the

Labour Party's antipathy to this type of bus. How were passengers to be protected, he asked, and how was it to be ensured that an excessive number of passengers was not carried? The House was discussing the Transport Charges, etc. (Miscellaneous Provisions) Bill. Mr. Hugh Molson, Joint Parliamentary Secretary to the Ministry of Transport, explained the clauses giving effect to recommendations of the Thesiger Committee, which would empower Licensing Authorities to fix tram and trolleybus fares. Undertakings running under private Acts would also come under the Authorities in regard to the fixing of maximum fares, and provisions in those Acts concerning charges would be repealed. The Bill was given a second reading.
