Which of the following most accurately describes the problem?

rRITICISM of the interim report of gs.-othe working party committee on delays to road vehicles at Liverpool and Birkenhead docks, was voiced at a meeting 01 the council of Liverpool Chamber of Commerce, last week.

Mr. R. B. Stockdale, chairman road transport section of the Chamber, reported that the section, after lengthy consideration of the report, agreed that detailed comment should be expressed in a letter to the Minister of Transport.

The letter states, inter ails:—" The report, as published, outlines purely the physical aspect of delay, and neglects to deal with what is contended is a far more serious problem. In this connection reference is made to the sense of frustration which these continued delays are setting up in the minds of the road vehicle crews.

Members of the section believe that men who normally have a desire to 'get on with the job,' are losing that initiative, as they are developing the feeling of why worry—nobody else does.' This, in turn, is leading to a generally slower turn-round of vehicles and in consequence, a reduction in national vehicle strength—with resultant adverse effects upon the national export effort.

The section would welcome action by steamship owners or their agents in refusing to accept goods from road hauliers arriving before the due date, as it is felt that only by such action can the problem of congestion at the docks be overcome and traffic regulated."
