Which of the following most accurately describes the problem?

The last stage has now been reached in the scheme for modernizing the North Circular Road, Middlesex. When this road was originally built, there was only one 24-ft, carriageway, although sufficient land was bought to allow for widening as traffic increased. Recently the carriageway has been widened and duplicated, but there is an important section unequipped with dual carriageways between Neasden Lane and Brentfield Road, Willesden.

For the continuation of the improvement along this section, Middlesex County Council has received a grant, and it is expected that the work, estimated to cost over £30,000. will be completed in about 15 months.
