• A national register of waste carriers must be set up if legislation on moving waste is to run smoothly and effectively, says the National Association of Waste Disposal Contractors.
NAWDC has criticised the proposed registration system in its response to a consultation paper on the Control of Pollution Amendment Act 1989.
This calls for 173 local authorities to run separate registers of waste carriers, which NAWDC director general Frank Argent calls "crackers".
NAWDC warns that the Act will do little to stamp out flytipping, because fly-tippers are already acting outside the law.
