Which of the following most accurately describes the problem?

• A high level E3 million "administrative error" by the Department of Transport may be behind swingeing cuts in the travel and subsistence allowances for traffic examiners.

All traffic areas are under orders to cut back on T&S expenditure (CM, Nov 29 and Jan 24) — and it seems that the cuts have been imposed because someone forgot to add £3 million to the 1986/87 Traffic Area's annual budget allocation.

Examiners' work has been curtailed by travelling expenses restrictions, in some areas down to 223.35 per man per week. All areas have been affected. In most an official car is available for some journeys — but long-standing insurance cover inconsistencies are preventing their use.
